A whole simulated fly brain takes the chair of the Estonian parliament, which has 101 seats, as a notional 102nd member. Real sittings are played to it from the parliament's open data: every speech arrives as a scent from the speaker's side of the hall, insults come straight at it, and when its escape reflex fires it rings the bell. The first plan failed twice over, and the author reports both failures: the brain is purely reflexive with no memory, and across 784 bills the single fact of who tabled a bill predicted the chamber's vote 94 percent of the time.
